REPORT URGES BUSH TO REJECT ISRAELI PULLOUT

WASHINGTON [MENL]-A U.S. security think-tank has urged President George Bush to reject an Israeli government plan for a unilateral withdrawal from 90 percent of the West Bank. The report by the Washington-based Center for Security Policy,  regarded as  close to the Defense Department, warned that the plan prepared by Israeli Prime Minister Ehud Olmert would destabilize the Middle East and threaten U.S. interests in Iraq and Jordan. The report said the West Bank would quickly come under the control of Iran and other U.S. adversaries. Read

Background: Israel's new Prime Minister Ehud Olmert is scheduled to visit Washington, DC later this month in order to secure administration and congressional support for his plan to withdraw Israeli civilians and the Israeli military from between 90-95 percent of the West Bank and large sections of the city of Jerusalem. On the budgetary side, Olmert asserts that the implementation of his plan will cost $10 billion and he intends to seek U.S. financing to underwrite this cost. Olmert's plan involves expelling between 50,000-100,000 Israeli civilians from their homes and the destruction of between 50-100 Israeli communities in the West Bank and the redeployment of Israeli military forces to garrisoned positions. Minister Eitan: Israel in no position to attack Iran


Pensioners' Affairs minister says, 'Iran will produce operational nuclear bomb within 3-10 years; Israel cannot attack without Washington's consent.' Adds: No chance of reaching agreement with Palestinians in near future Moran Zelikovich YNET  20 May 2006. Pensioners' Affairs Minister Rafi Eitan said Friday, "according to intelligence information Iran will produce an operational nuclear bomb within 3-10 years," adding that Israel has been left to deal with the situation on its own as the US under the Bush Administration will not attack Iran. Speaking before members of the Trade and Industry Club in Tel Aviv, Eitan said, "I believe that there is no power in the world that can prevent Iran from producing a nuclear bomb. Currently Israel does not have the military-political option of attacking Iran, as the US controls the Persian Gulf, Iran and Iraq area," he said. "We cannot attack without Washington's consent," Eitan said. "Bush is weak within the US, and the chance that he'll launch an attack against Iran is slim. I don't think sanctions will affect Iran in its quest for a bomb. The threat is not only directed toward Israel, but also at Arab and other countries." Turning his attention to Israeli-Palestinian relations, Eitan said, "there is no chance of reaching an agreement with the Palestinians in the near future."

'Arafat realized his vision'

Eitan, who served as Mossad's director of operations for many years, said "such agreements can be reached, but they wouldn't be worth anything at this stage of our lives." "During one of the Palestinian conferences I was able to infiltrate, Yasser Arafat reiterated what he had said his entire life: 'We will build a Palestinian system of many separate military units; only in this way will we be able to defeat the Jews and expel them to the sea'," he said. "Arafat realized his vision and built separate units that were added to the PLO's military wings. This structure still exists in today's Palestinian Authority; Hamas won't change it, and neither will Fatah. I don't see anyone who can change it." As to Prime Minster Ehud Olmert's plan to unilaterally evacuate settlements in the West Bank Eitan said, "Israel must remain in the security zones, meaning all those zones we do not plan on annexing." IMRA: One would have expected the following revelation to lead to calls for an inquiry into why the Government of Israel ignored such a clear message.

 

COMMENTARY OF THE WEEK

From the eulogy presented by Aaron Lerner at the funeral of his father, Dr. Joseph Lerner, founder and Co-Director of IMRA, last Sunday in Jerusalem:

My father, Dr. Joseph Lerner, was a loving father, friend and colleague. Though my father held the highest super-grade rank in the United States Government that one could hold without being a political appointee, I cannot recall even once that he didn't have time to spend with us. For Joe Lerner family came first. My loving father also was an activists' activist - he wasn't just an eitza (advice) giver - he was an eitza implementer. In America Joe Lerner was, among other things,  an adamant media critic - so much so that when my parents made Aliyah the Ombudsman of the Washington Post wrote a column on the editorial page of the Washington Post titled "Last Call from Joe Lerner" wishing him well in Israel. Here in Israel my father was an eitza implementer and facilitator: both advising and funding such important projects as: Peace Watch, Media Watch and the Association for Missing Soldiers. And of course - IMRA - a hasbarah project that I have had the pleasure and honor to work on together with my parents over these many years as our shared "hobby".I thank God that my father had all his intellectual power to the very end. Just days before he became ill he briefed a group of 36 visiting Swedish journalists in Jerusalem on Arab-Israeli affairs and working with a leading Washington attorney succeeded (after a 33 year effort ) for the first time in having the chief executive officers of the top  six  U.S. oil companies asked at a Congressional Committee hearing about their position on the OPEC Cartel. As a result of their responses, legal action is being considered against them. It is my fervent hope that we can live up to the sterling example that my  father set as a loving husband, father, grandfather and great grandfather.

Washington Post Obituaries. Joseph Lerner Energy Economist: Joseph Lerner, 84, an economist who specialized in energy issues for a variety of federal agencies, died May 14 at Hadassah Hospital in Jerusalem. He had a cerebral hemorrhage. Dr. Lerner began his career at the Bureau of Mines in the early 1950s and later held positions with Resources for the Future, an economic research and policy organization; the Office of Emergency Preparedness; and the Treasury Department. Starting in 1976, he spent a decade at the Federal Trade Commission and did significant analytic work on investigations into price-fixing among oil companies as well as larger competition issues affecting energy policy. Dr. Lerner, the son of a Russian immigrant grocer, was a Baltimore native and 1943 graduate of Johns Hopkins University. He received a doctorate in economics from Harvard University. After retiring in 1986, he moved from Takoma Park to Jerusalem and helped start a family business, Independent Media Review and Analysis, which provides summaries of Israeli politics and larger Middle East affairs with a viewpoint aligned with Israel. Survivors include his wife of 54 years, Sue Lerner, and three children, Aaron Lerner, Berel Lerner and Tessa Auman, all of Israel; 14 grandchildren; and a great-grandchild.

Is There A Diplomatic Solution  To The Iranian Nuclear Issue?

Last week, Iranian President Mahmoud Ahmadinejad rejected Europe's most recent offer to halt uranium enrichment in exchange for various incentives, this time including a light-water reactor.  "Your incentives," he said, "are definitely not more valuable than nuclear technology.  How dare you tell our people to give up its gold in return for chocolate?" Ahmadinejad's response is but the latest in a series of rebuffs suffered by various parties searching for a diplomatic solution to the Iran nuclear issue. Read

A GREAT LEADER: RABBI MOSHE WIENER, CHOSEN "MAN OF THE YEAR"

What makes a religious leader a great person? Is a holy man one who sits on a distant hill, meditating, ignoring the world? Is he a man who leads his people in an isolated monastery or other religious community, engaging in constant prayer for the good of all mankind? Is he the one who is ready to sacrifice lives, including his own, for his deity? These concepts may transcend the religion itself, since such leaders had appeared in many different sects and religions since the beginning of time. So all I can work with is my own concept – I must decide what seems to make a man (or, of course, a woman) a great religious figure to me. And that is an easy task, because I have always known the answer. To me a great religious figure does not sit on a mountain, does not live in an ivory tower, and does not devote himself or herself entirely to G-d. This is because the greatest people of G-d have no time for that. They are too busy helping their fellow men and women to be able to devote their lives to prayer and solitude, no matter how much they may long for it. That does not make them less devoted to their religion. If anything, we Jews know that it makes them more devoted, because the entire concept of Judaism is based on helping each other, on supporting the weak, on relieving the pain of those who suffer. Many rabbis these days who are considered great religious figures have deviated from this high standard, but we have a shining example in one man – Rabbi Moshe Wiener. It would surprise him to realize how well-known he is, since Rabbi Wiener is a very humble man despite his great learning and scholarship, his accomplishments, and his many followers. Rabbi Wiener is the Executive Director of SJCC and the Jewish Community Council of Greater Coney Island, or JCCGCI. He is also a member of the Senior Advisory Council for the Department of the Aging, appointed by the mayor of New York.

Rabbi Wiener was chosen for this great honor, because of the important position he occupies in our society and his remarkable contributions to the Jewish world and Jewish immigrants from the Soviet Union.

The JCCGCI is a not-for-profit organization, founded in 1973, and supplying the community with a staggering array of social services. Rabbi Wiener was appointed to it in 1981, and developed it into what it is today. This amazing organization helps the entire community – not just the Jewish residents – of Southern Brooklyn. It helps the elderly, the illiterate, the vocationally disadvantaged poor, immigrants, and such young people that have lost their way. Their work have stabilized the entire community, and some services are now offered far beyond South Brooklyn and reach the entire city. The work done for the elderly alone is beyond praise. Over a thousand meals a day are delivered, not to mention transportation for medical appointments and shopping, help with housekeeping, and visiting and telephone checkups to make sure everyone is okay.

And Rabbi Wiener is the soul of this organization. A true scholar, the author of many books in both Hebrew and English, he is a fountain of deep Judaic philosophy and knowledge. But unlike other philosophers, he is totally connected to the needs of this day and age. His “Dignity Through Employment” program, which is exactly what it sounds like, retrains individuals in need in every modern computer program that can be mastered and teaches business skills as well. A job placement assistance is included. This program has saved a large number of people from dire poverty and misery, taking them to a life of true dignity and prosperity.  No wonder Rabbi Wiener is the recipient of the distinguished Brooklyn Angels Award, but even this very well deserved tribute was acknowledged by him as an honor to his organization, not himself. Reading this list of accomplishments, it may seem to you that Rabbi Wiener is a busy head of an organization, where the individual is swallowed by the sheer number of people that need help. This would be a wrong concept. He is always ready to help the individual who calls or writes for help. He goes out of his way, every day, to talk to those in need, and personally makes recommendations and references so as to help anyone within his power. And his power is considerable, even if he is too humble to admit it, and he has helped and encouraged enough souls to assure him universal love and esteem. I highly respect scholarship, I admire great political skills and leadership, I value great books authored by a brilliant mind, and I honor true and honest faith. But these are not the qualities that makes Rabbi Wiener a great man of G-d to me. What makes him that is his love of humanity.

Ereikat: President Has Power to Lead Peace Negotiations

RAMALLAH, (WAFA - PLO news agency)- Head of the PLO Negotiations Affairs Department, Dr. Saeb Ereikat, rejected Israeli PM's statements that suspect the power of President Mahmoud Abbas to run the peace negotiations. In a statement to WAFA on Monday, Ereikat affirmed that Abbas is the elected President of the Palestinian people and Chairman of the PLO, which signed peace accords with the Israeli side. He added that the Palestinian side is ready to immediately resume peace negotiations on the basis of implementing international legitimacy resolutions. Ereikat made it clear that the Palestinian government has not ruled out the right of the President to lead negotiations. "The President has reiterated that he is committed to put the results of negotiations with the Israelis to a general referendum," Ereikat said. "We can not deny that there is no Palestinian crisis, but at the same time, the PM Ehud Olmert should not forget that there is Israeli occupation and continues its aggressions against the Palestinian people," Ereikat said. "The weakness of the PNA is simply because the continued military agression against its infrastructures."

Question: So from the standpoint of Islam and religious law if there is a political protocol it is not prohibited?

Mustafa Natsheh: It depends on whether there is an agreement between responsible Israeli officials and responsible Palestinian officials.
Question: And what do you think about that?
Natsheh: It depends on whether there is a political protocol.
Question: But would you oppose such a decision?
Natsheh: It depends on the political officials.
Question:  But you must have some opinion as the mayor of the city.
Natsheh: If there is an agreement between the responsible parties then there is an agreement.

In a joint IDF, Israeli Police and ISA operation this morning, security forces arrested senior Hamas terrorist Ibrahim Hamed, who masterminded some of the most deadly terror attacks against Israel in recent years and was known within the Hamas as head of its "military wing" in the West Bank. Hamed, 41, originally from the village of Silwad, was wanted by Israeli security forces for the past eight years for carrying out terror attacks resulting in the death of over 60 Israelis and the wounding of hundreds, among the attacks: The murder of 11 Israelis in a double attack by a car bomb in the Zion Square in downtown Jerusalem ( December 1st  2001).The murder of nine Israelis in a suicide attack in the cafeteria of Hebrew University of Jerusalem (July 31, 2002)The murder of 12 Israelis in a suicide attack at the Moment cafe in Jerusalem.( March 9th 2002).The murder of six Israeli citizens in a suicide attack in  the ' Shefeld club in Rishon Lezion. (May 7th 2002)Hamed directed the Silwan cell, which was based in Jerusalem and comprised of Jerusalem Arabs, and carried out the attacks including: the attack at the fuel depot at Pi Glilot outside Tel Aviv( June 23, 2002) and attacks against the railroad (on June 21, 2002 and July 30, 2002), these attacks resulted in injuries only. Haled also tried to carry out strategic attacks against buildings, railway infrastructure and gas depots.

My Brothers and Sisters, the whole House of Israel:

Over the last 21 years it has never been easy for me to get a message out from within the prison walls. Every such attempt diminishes the limited opportunity that I have for maintaining contact with the outside world. That is why - right from the start of my incarceration - I have always deliberately avoided using the limited opportunities to communicate with the Israeli public to talk about my own private hell. I have always preferred to forego expressing my feelings of isolation, betrayal and abandonment; or speaking about my deteriorating health and the life -and-death nature of my daily existence.

Instead, I chose to focus on the national aspects of my plight: the mitzvah of Pidyan Shvuyim and the moral obligation never to abandon a wounded soldier in the field. However, time is running out, and I can no longer afford to continue in the same vein. Very few prisoners survive 21 years under the conditions in which I have been held and continue to be held. Those Israeli officials, who have for years claimed to be using "quiet diplomacy" for my release, while waiting for time to take its own effect, never imagined that the "Pollard problem" would still be around after all this time. They never dreamed that I would refuse to give up and just die. The support and encouragement which I have received over the years, first and foremost from my wife, Esther, and from my rabbi, HaRav Mordecai Eliyahu, shlita, and from all of the activists and supporters who work with them in the struggle for my release, is what has kept me alive and enabled me to go on.

The fact that I am still alive today is a complete miracle. My rabbi, Kavod HaRav Mordecai Eliyahu says that the reason I have survived miraculously from day to day is because the Shechinah is with me and has been accompanying me in prison throughout my long ordeal.  The Rav says that by its actions the Government of Israel has not only abandoned and betrayed me, but it has also shown no mercy to the Shechinah** in captivity.

My brothers and sisters! I have been slowly bleeding to death before your very eyes for 21 years! My desperate situation, the result of the Government's treachery and abandonment, is a chillul HaShem that screams to the Heavens. And where is the Nation? I cry out to you from the depths of my soul: Zion, hallo tishalee eht shlom assiraych?  Zion, won't you seek the welfare of you captives! If Zion will not seek the welfare of her captives, it is not the personal problem of the captives. The problem rests entirely upon Zion and upon all who dwell in Zion.

I do not fear for my own fate. Whatever Heaven decrees for me I will accept with love. But I am filled with dread for the fate of the Nation which I so love. If the Nation continues to allow the Government to ignore the divine commandment: "Do not stand idly by your brother's blood," without crying out or lifting a finger to stop this terrible sin, I am afraid to even to think about what the consequences will be. I do not know how much time is left.  I only hope and pray with all my might, for the sake of the Nation of  Israel, that we will all wake up and do what needs to be done, now, before it is too late!

CONGRESS MAINTAINS U.S. AID TO EGYPT

Congress has rejected efforts to reduce U.S. military aid to Egypt. A House subcommittee spared Egypt of cuts in foreign aid for fiscal 2007.  Under a bill passed by the House Foreign Operations Subcommittee on May 19, Egypt would receive $1.3 billion in military aid and $400 million in economic aid, the same as current U.S. assistance. "Fifty million dollars of this assistance is set aside for political reform programs and $50 million is provided for education initiatives," a House statement said. "Continues previous reforms that limit expenditures of funds until Egypt implements financial sector reforms." Egypt receives the second largest amount of U.S. assistance. Israel receives $2.3 billion in U.S. military aid per year.

 

 

 

 

 

 

ALONG THE ISRAEL-DIASPORA FAULT LINE

By now, the tremor that A.B. Yehoshua set off along the relatively sensitive Israel-Diaspora fault line has subsided.  But the aftershocks have exposed a widening rift between the Israeli and American Jewish communities. Earlier this month, at the 100th Anniversary Conference of the American Jewish Committee, during a symposium entitled, "The Future of the Past: What Will Become of the Jewish People?" Yehoshua said in part that, “only those living in Israel and taking part in the daily decisions of the Jewish state have a significant Jewish identity.”  This idea was not shocking as it has been expressed before and indeed, has some following in Israel.  What riled people up was Yehoshua’s gall to accept an invitation from a quintessential Diaspora organization, stand before a “who’s who” of Diaspora Jewish leaders and confront them with what many see as a much deeper underlying statement.  We may no longer be one people – at least not one equal people.  He went on to say in a clarifying article in Haaretz on May 12th that was meant as a conciliatory salvo, that “a religious Israeli Jew also deals with a depth and breadth of life issues that is incomparably larger and more substantial than those with which his religious counterpart in New York or Antwerp must contend.”

 Understanding Both Sides: Yehoshua’s classification of a more “significant” Jew in Israel and a less complete Jew in the Diaspora should not surprise anyone.  While perhaps offensive in his bluntness, his comments have some basis in Jewish thought.  They are consistent with classical commentaries on biblical texts that extol the virtues of a Jewish life in a Jewish land, as well as comments that reflect the embodiment of our eternal yearning for a return to Zion. Through this prism, one can understand the frustration of Israelis.  They uprooted themselves from dispersed lands, followed the biblical charge to reclaim our ancient homeland, built up an army, cleared a path, and invited the exiles to return home.  And many came.   Today, with a secure state, modern infrastructure, booming economy, multiple airline carriers, Israel is the most attractive it has been in the past 2,000 years.  Yet, American Jews by and large have refused this invitation.  And one can understand the frustration of American Jews.  They also came to America from dispersed lands (many before the founding of the Jewish State), fought for equality, built Jewish centers of education and worship, supported the State of Israel and fought for Jewish rights the world over.  Today, with many strong Jewish institutions, unrivaled political and economic success, one can argue that Diaspora Jewry is flourishing.  So, why the tension?

A New Phenomenon: The undercurrent of tension between Israeli and American Jews is understandable.  It is largely due to the fact that we are confronting a new phenomenon.  There is no precedent in Jewish history for the existence of an independent and thriving Diaspora alongside a strong, stable and sovereign state.  There is however, a precedent for different warring factions within our people.  We have seen a plethora of divided and even bifurcated communities in our past:  The tribes of Israel vs. the Tribes of Judah.  The Pharisees vs. the Saduccees.  The Karaites vs. the remaining tribes.  The Hellensits vs. The Hasmoneans.  But during the periods when we had the temple (or control of our land with a strong presence in Israel), we have never experienced a strong and rooted counterbalance in a Diaspora that sees its future as part of the Diaspora. And herein lies the conflict.  Our national aspirations throughout our scattered Diaspora have always centered on the “return to Zion” mantra.  It is the two-thousand-year dream that many never thought possible.  Except it is now real and staring us all in the face.  And after 58 years of absorbing immigrants from every corner on the globe, many rescued from hostile environments, the flood of olim has now slowed to a trickle.  

 Subtle Competition: So when Israelis, like Yehoshua, feel the need to gratuitously stick it to Diaspora Jews and point out that it is the Israelis in Israel who are fulfilling our common destiny and ensuring our future, it does not go over well.  Don’t they realize that we in the Diaspora struggle with saying “Next Year in Jerusalem” at each Passover Seder when we know we have no intention of ever moving there, at least not willingly?  And there is resentment.  A mild undercurrent of anger that Israelis dedicate three years of their lives to the State and often serve in reserve duty while Diaspora Jews benefit from this blanket of security.   Sure, American Jews provide substantial monetary assistance to Israel and work to ensure strong relations between the US government and Israel.  But while many Israelis appreciate that support, many view these donations as disingenuous, meddling and condescending, especially when conditions and control are part of the gift.  There is almost a subtle competition between the two intransigent sides.  Those in the American Diaspora who believe in a continued strong presence in their American home vs. those in Israel who feel that Zionism has given purpose and expression to Judaism and see the full return of Jews to Israel.  

An Aliyah-Deficit: But in this battle for bodies and souls there is a disturbing reality.  A large number of these Israelis have hardened around an Israeli identity that increasingly grows independent from its traditional Diaspora Jewish identity. 

 

For many in Israel, their connection to the Jewish people is by accident, by virtue of the state’s Jewish calendar and its control over civil affairs.  A more disturbing outgrowth of this reality is what I have started to call an “Aliyah-deficit.” In the balance of trade of Jewish immigration, Israel is for the first time in its history experiencing a deficit.  More Jews are leaving Israel than are moving to her. Today there is a whole class of Israelis who have decided to move to America, whether for work, marriage, etc.  By many estimates, there are over 700,000 Israelis living in America today.  This has created an entirely new dynamic.  Suddenly, amidst the American Jewish community is a new subset of Jews who do not connect to established institutions and largely view their identity as Israeli. 

 Parallel Lives: While some of these characterizations are an over simplification of the psychological dynamics at work in the Israel-Diaspora relationship, subscribing Prozac is not the cure. Whether one can live a full Jewish life in the Diaspora with the existence of a Jewish state is certainly an interesting question.  And whether Israel in its current form is the eternal fulfillment to our spiritual wanderings as a people or should Diaspora Jews realize the prophetic promise of an “ingathering of the exiles” are also good discussions.  However, we are faced with a far more pressing challenge:  The potential bifurcation of our people.    While there is a necessary tension that naturally permeates the Israel-Diaspora relationship, there is a now clearer concern that the eternal oneness of our Jewish identity (“Am echad”) has somehow morphed into two: Diaspora Jew and Israeli. Today, we in America lead distinct parallel lives from our Israeli brothers and sisters.  What were once close relatives as in brothers and sisters (in Eastern Europe or North Africa), have become first cousins, and are now second cousins.  As a function of time, this familial evolution is inevitable.  It is our job however, to ensure that these parallel lives intersect and become stronger together.  Underlying our communication should be an understanding that Judaism without Israel has no home but an Israel without Judaism has no soul.   Yeshoshua went on to write, “Since we see ourselves as belonging to one people, and since the two identities are interconnected, and flow into one another, the relation between them must be well clarified.”   I could not agree more. 

 A New Generation of Israeli and American Jews: It was with this spirit that I founded an organization dedicated to bridging this growing divide for a new generation of Jews.  We chose to call it Dor Chadash, meaning “new generation” in Hebrew.  Our goal is to find a common language between Israeli and American Jews, one that crosses the widening identity chasm.   Volunteers carry out educational, social and cultural programs which build bridges between the two communities, break stereotypes and showcase the best of Israel.  Focusing on Israeli and American Jews ages 22 to 45 living in New York, we have built a supportive community of over 6,000 people in New York who believe deeply in strengthening the Jewish people through understanding and shared experience.  We are on the path towards developing this model in other cities. Such an organization could not have come about years ago.  The Israelis living in American Jewish communities are our partners in this process.  There are a growing number of Israelis who are seeking an identity in a Diaspora community in a way that they have never had to do in Israel.  Even more significant than those who made the decision to come to the United States are their children, in many cases “hybrids,” born to one Israeli and one American Jewish parent.   These are the tens of thousands of Israeli-American Jews coming of age now who speak both languages without an accent, who see both sides of the story and who can help bridge the gaps.  Many of their parents, even after living in America for years, are not connected to the organized Jewish community.  They are not members of synagogues, they do not attend programs at JCCs, they do not give to UJA-Federation, and they are not lay leaders of communal organizations, especially the younger ones.  In the words of Bradley Burston in a May 16th Haaretz article, “Their [children of Israelis in the United States] problems of Jewish identity are among the most complex and difficult anywhere.”  But, we have seen with Dor Chadash that they can be an incredible force if their energy is properly directed.   And moreover, on their shoulders we can build a bridge to connect our two communities. 

Thank you A.B. Yehoshua: Rather than getting angry at A.B. Yehoshua for pointing out our national schizophrenia, we should thank him for sparking an important discussion.  And we must work to find other creative ways to help both sides better understand one another in order to move forward as one people. Next month I will serve as a United States delegate to the 35th World Zionist Congress.  As delegates from across the Diaspora and from Israel gather in Jerusalem, I can think of no greater theme than the issue of global Jewish peoplehood, and developing a connected community-oriented vision for 22nd century Judaism.

Curious Jews

For most people, the act of studying stops abruptly at the end of formal schooling, whether after elementary school, high school, or college. It isn’t that they don’t learn anymore once their schooling is over.  They have lots of experiences, and hopefully they learn something from them.  If they live in a good-sized city, they may have all kinds of lectures to choose from, and perhaps they go and listen, and even go again, if the subject interests them.  But few adults sit down and study in a continuous, disciplined way.  They find no compelling need or motivation. Curiosity is a characteristic of youth.  Other primates abandon curiosity relatively early in order to deal with the problems of daily living – finding food, rearing offspring – but the prolonged childhood of humans gives them the opportunity to spend more time ultivating their curiosity. Many educational systems don’t understand this.  They try to make every subject of study “relevant,” and that is a big mistake.  Teachers, and sometimes parents, think that this enhances the desire and the inclination to learn, but they are actually destroying curiosity, which is what is most important.  The idea of being interested in irrelevant things – in things that have no immediate, and maybe even no remote, relevance to our existence – is part of our uniqueness as humans. In the preface to his book on popular physics, Leopold Infeld describes the earliest experiments with electricity.  You can do them yourself.  You take a piece of glass and rub it with silk, and you get electricity.  Or, you take a piece of amber and rub it with flannel. You get electricity, this way, too, but it is a different kind:  One is positive, and one is negative.  Now, what would most people do if they had those things? They would take the piece of glass and use it as a paperweight.  They would take the amber and set it on a shelf as an ornament.  They would use the flannel to clean their shoes.  And they would use the silk to wipe their nose. So how did we go from static electricity to computers – from the Greek philosopher Thales (the first to describe creating static electricity by rubbing glass with silk 2500 years ago) to Steve Jobs tinkering in his parents’ garage?   These are people who were curious.  They had a little time on their hands and they had some stuff to play with.  They played in order to satisfy their curiosity.  They tried this and that, and then they saw something interesting. When a school tries to make everything relevant and utilitarian, it is helpful in one way, but it kills the basic notion of curiosity.  In some realms of knowledge, it is fine to ask what the good of something is, to see if it gives a practical answer to a practical problem.  But sometimes, I want to find out about what it is. 

 

 

One might even say that it is the lack of continuous curiosity that slows human advancement.   Observant Jews are obligated to be involved in studying Torah simply to study Torah.  As a religious activity, this is unusual.  Most religions have expectations about belief and about doing the right things, but they don’t obligate you to study.  Jews, however, study Torah as an independent activity that is not directly connected with belief or action.  In fact, the most studied books in Jewish life, like the Talmud, are books that have very little practical use.   So why are people studying the laws of things that happened in remote times – and were rare even then – or things that the Talmud says never happened and never will happen?  We devote time to it because what we are doing is going after knowledge for itself, not as something that is to be used.  Not everyone has the same level of active curiosity, but study is encouraged and done as an obligation.  The number of classes and lectures available in an observant Jewish community cannot be compared to anything that happens in any other place.   Why does God want us to study?  Theologically, it is a way to commune with Him.  The ability to study for the sake of study is what I call one of the very true human traits in which we are, in a certain way, higher than angels.  The angels don’t seem to have any curiosity; they know everything.  And animals learn only what they need to live.  So the only beings who are curious about anything are people. This notion has always been powerful within Jewish life, and it has pushed some people to very high intellectual levels.  When Isidor Rabi – who won the Nobel Prize for physics in 1944 – was asked to what he attributed his prize and his great achievements, he said, to his parents.  When he came home from school, they never asked him what he learned.  Rather, they wanted to know, “Did you ask a good question today?” The Jewish approach to learning seems to have been ingrained very early and very deeply.  Hectaeus, a Greek geographer active during the reign of Alexander the Great, wrote about remote countries that were beginning to be known at the time. He remarked that he had heard of an interesting people who lived to the south of Syria:  All of them were philosophers, that is, people who ask idle questions and are interested in wisdom for wisdom’s sake.  That is a very nice statement about our people. On the upcoming holiday of Shavuot, we celebrate receiving the Torah.  We do not dance and sing with it, as we do on Simchat Torah.  Rather, alone or together, we sit and we learn – whatever text or topic we choose – just to learn and to connect with God.

Questions for the new Olmert Administration

         

With our national elections behind us, Acting Prime Minister Ehud Olmert faces important challenges and questions.

Here are a few:

1. Arrangements at the Rafah crossing point between Egypt and the Gaza Strip are a farce, with the Palestinians not only responsible for inspections but also having the last word as to who and what can pass.  This was irresponsible when Fatah controlled the PA and with Hamas in charge it is farcical.

Will Israel insist on changes in the arrangements to prevent smuggling into Gaza?

2. Israel has yet to come up with an effective response to the short range low payload Qassam rockets that have been fired almost daily from Gaza into Israel and to make matters worse, the considerably more accurate and higher payload/longer range Katyushas have already made their appearance in the Gaza Strip. The higher payload makes the rockets considerably more dangerous and the longer range can render the "no entry zone" at the northern edge of the Gaza Strip irrelevant since the Katyushas can strike a large number of key Israeli targets from deep within heavily populated Palestinian areas. Will Israel address this challenge now with action or continue its "'talk loudly and carry a small stick'" policy? Will Israel revise its rules of engagement in order to deny the Palestinian rocket teams the sanctuary they enjoy from human shields?

3. The Palestinians have enjoyed considerable success in their public relations battle to force Israel to operate the Karni Crossing despite terror threats - and the availability of safer alternative crossing points (including Kerem Shalom).

 

 

Will Israel do its PR "homework" - with photo ops, briefings and other activities at Kerem Shalom and elsewhere and stick to its guns on the issue so that it can get the upper hand?

4. Hamas now controls an armed and trained infantry force numbering in the many tens of thousands (various official PA security forces equipped with automatic assault rifles as well as other equipment). Will Israel announce and enforce a policy to address this threat?  For example, a "no rifle" rule enforced by a no-nonsense shoot to kill policy against anyone seen holding a rifle?

5. Mr. Olmert has termed his retreat plan to be a retreat to internationally recognized "final borders". What is to be considered "international recognition"?  A UN resolution following up on 242 proclaiming that the retreat, if carried out to the predetermined lines, fulfils 242's call for withdrawal to "secure and recognized borders"? What if the international community insists on the caveat that the retreat lines are "interim borders", with the "final borders" to be ultimately established in the future via negotiations with the Palestinians?

6. During the election campaign Mr. Olmert declined to publicly counter remarks by senior security personalities in Kadima such as Dichter and Ezra that Israeli forces would remain deployed in the evacuated areas of the West Bank even after the Jewish communities are bulldozed. What if the international community takes the position that while it is happy to see Jewish communities in the West Bank bulldozed that the "pay-off" of recognized "final borders" requires also pulling the army out?

7. Mr. Olmert said that the retreat would be to lines that enjoyed the broad support of the Israeli public. Would that "broad support" be tested via national referendum?

There are, of course, many more questions. But this is a good start.

Thinking through retreat


What happens if Acting Prime Minister Ehud Olmert succeeds next week in getting enough votes to put together a stable "retreat coalition"?

According to Olmert, once Israel determines that the absence of a Palestinian partner renders the Roadmap irrelevant (a determination that can be made in 60 seconds) his team would negotiate and implement an Israeli retreat from most of the West Bank. These talks would take place both within Israeli society and with various foreign countries out of an interest in imbuing the retreat line international recognition. Mr. Olmert has been careful not to specify where the retreat lines will be  but has indicated that some major settlement blocs would be retained by  Israel. This is not the first time that the Israeli public has been assured that the reward for retreat would be international recognition of the "settlement blocs."

The Sharon team claimed that the major pay back for retreat from the Gaza Strip was American recognition of Israel's right to retain the "settlement blocs" when in fact the "reward" was only the suggestion by the United States that, contrary to the Palestinian position, those blocs were legitimate negotiating chips that could be expected to have some value in final status talks. As a legitimate negotiating chip, for example, the United States might  expect Israel to be able to trade them, for Ramat Eshkol, French Hill and  other Jewish neighborhood beyond the Green Line in Jerusalem. But, as America made clear repeatedly, they made these observations as  kibitzers on the sideline - not negotiators. To repeat: the "reward" for retreating from Gaza was not an American  commitment to support Israel's retention of the major settlement blocs but  instead only the remark from the sidelines that America thinks Israel might be able to get something in return for relinquishing them to the Palestinians - but that it is ultimately up to the Palestinians to decide.

Hit Video Games 2 for $30While the Sharon team insisted that this wasn't the case, the route of the separation fence serves as a clear indication that they were well aware of the true meaning of the American remarks. Here was Prime Minister Ariel Sharon at the very apogee of world support thanks to his retreat plan and he couldn't put the Ariel bloc within the fence.

What then can be expected to be the dynamics of the "retreat talks"?

Internally, the Olmert  team would negotiate with either official or unofficial representatives of the Israeli West Bank communities (there are some who joined the Kadima Party in the expectation that this would somehow put them in a more effective negotiating position) to reach ostensibly "consensus" retreat lines. The area within these retreat lines would then be whittled down as the Olmert team sought foreign recognition of the retreat with each interlocutor seeking to take credit for inducing Israel to deepen its retreat even further both geographically and functionally. Some retreat proponents claim that Israel would bulldoze the communities beyond the fence but still retain its military presence but the issue of military presence is exactly the kind of functional question that Israel would be pressed to yield on as it seeks foreign support for the retreat. By the same token, one can expect considerable pressure on Israel to yield on such issues as the establishment of some kind of land link between the West Bank and Jordan (following the Rafah model that stripped Israel of control) and even possibly an air corridor.

But would this then ultimately mean retreating to internationally recognized final borders? Hardly. At best it means retreating to lines that would ultimately serve as the opening point for Arab-Israeli final status talks. There is, of course, another element in the picture. The Hamas dominated PA. The goal of the Olmert retreat is ostensibly to reduce Israeli casualties by retreating from areas where there is considerable "friction". And since the contours of the Olmert retreat would also be driven by "friction avoidance" it follows that the Palestinians would do everything in their power to apply "friction" to induce greater withdrawals. Put simply: the Olmert team would reward Palestinian terror with ever deeper retreats.

A vote for Kadima isn't a vote over nuance.  It isn't a vote over personalities.  A vote for Kadima is a vote for retreat to temporary lines that will only invite Palestinian terror to induce further retreats.

Shlomo Dror: Kerem Shalom crossing could have handled goods instead of Karni

Despite terror warnings, Defense Minister Shaul Mofaz decided Monday to open the Karni border crossing that links Israel and the Gaza Strip.  The crossing will open Monday afternoon for only several hours to transfer basic goods to the Palestinians out of fear that a humanitarian crisis will develop in Gaza. Shlomo Dror, spokesperson for the Coordinator of Activities in the Territories, told IMRA today that the alternative Kerem Shalom crossing, that is fully equipped with screening and other equipment, could have readily handled the traffic.  The Kerem Shalom crossing typically handles  goods passing between Egypt and the PA via Israel. MK Uzi Landau (Likud) criticized the decision today, saying that "it would be better for the trucks to drive a few more kilometers than for the lives of Israelis to be endangered." Critics point out that the Olmert Administration failed miserably in handling the challenge of explaining to the world that the Palestinians were to blame by preferring to have Palestinians starve than for the goods to go through Kerem Shalom.   It is noteworthy that Shimon Peres, who would have a key role in a Kadima coalition,  took a lead today in undermining Israel's information campaign efforts by justifying the opening of Karni rather than criticizing the Palestinians for refusing to allow Kerem Shalom to be used for the movement of goods between the PA and Israel.

Thieves with a flatbed truck and a crane snatched a 2,000-kilogram Henry Moore bronze of a reclining figure from the courtyard of a foundation north of London, police said.
